When the first 3 cards are revealed, those chances change remarkably. Now the one with a dominant chance is still the 2nd person with 2Qs. But what if 3 and 7 are revealed? Let’s see how the 3rd card changes each person’s chance.
If the third card is 2, the 4th person’s % win will be 0%, and the person with the dominated winning chance is the 2nd person.
But what if the card is something else? If its number is 10, here is the chance distribution

The one with the most chance of winning changes depending on the 3rd card that I choose. And as you can see, when given the cards, the 4th person does not have a high chance of winning, meaning that he should not bet a lot of points in the betting round (unless the 4th and the 5th care is J and 10 🙂).
